Bring to a boil, then reduce heat to low, cover, and simmer for 15-18 minutes, or until all water is absorbed. Remove from heat and let stand, covered, for 10 minutes before fluffing with a fork.

Fry for 3-4 minutes per side, or until golden brown and crispy. Adjust heat as needed to prevent burning.
